County Service Area 11 (CSA 11) helps fund and maintain parks and recreation services in unincorporated areas of the Santa Cruz County. If you live outside city limits, CSA 11 supports the parks, programs and facilities you use.
A County Service Area (CSA) is a type of local government which is similar to a special district. CSAs operate under the County Service Area Law (Government Code §25210.1 et seq.) created in 1953 and amended in 2008 by SB 1458.
A CSA is always governed by the county Board of Supervisors, which can provide any type of county service or a higher level of any county service that the county government provides to an unincorporated area.
County Service Area 11 (CSA 11) was created on November 9, 1971, by the Board of Supervisors to acquire, operate and maintain parks, playgrounds, and recreation facilities, and to provide recreational programs in the unincorporated area of the county.
