Safeguarding Health, Inclusion, Essential Services, and Local Defense

The SHIELD Ad Hoc Subcommittee of the Board of Supervisors was established on January 27, 2026, to support Santa Cruz County’s coordinated, lawful, and timely preparedness in response to increased federal immigration enforcement actions. It consists of Supervisors Felipe Hernandez and Monica Martinez and serves as a working body to develop administrative, operational, and policy recommendations for consideration by the full Board of Supervisors.

The focus of the SHIELD Subcommittee is to safeguard access to essential health and human services; public health and safety; inclusion and non-discrimination in County services; and lawful and consistent County operations.
