Open Enrollment Submission Deadline:
Complete enrollment submissions, including all required supporting documentation, must be received by the Human Resources Benefits Unit between 8:00 a.m. September 14, 2026, and 5:00 p.m. October 9, 2026.
Workday:
Open Enrollment elections can be completed through your Workday account. During the Open Enrollment period, you will be able to review your current benefit elections, make changes to your medical, dental, and vision coverage, add eligible dependents, and make other available benefit changes. UnitedHealthcare Plans:
UnitedHealthcare SignatureValue Harmony and SignatureValue Alliance plans will be discontinued for the 2027 plan year. If you are currently enrolled in either plan, you will need to select a different medical plan during Open Enrollment. If you do not make a selection, you will be automatically enrolled in the Blue Shield Access+ HMO plan.
No Changes:
If you are not making changes to your current benefits, no action is needed for your current elections to carry over to the 2027 plan year. However,
you must take action if you are:
Recertifying an opt-out of County medical coverage/in-lieu stipend; or
Re-enrolling in the Health Care FSA or Dependent Care (D-Care) FSA.
Medical rates are subject to change each plan year. Please review the 2027 rates under the 2027 Rate Sheets tab.
Adding Dependents:
If you are adding a spouse, domestic partner, or child, submit the required Supporting Documents. Documentation for dependents already enrolled in County benefits does not need to be resubmitted
Medical Opt-Out/Stipend:
Employees who opt out of County medical coverage for the 2027 plan year must recertify their eligibility and provide proof of alternate medical coverage (i.e., insurance card). To receive the stipend, the alternate coverage must meet applicable IRS requirements.
Pre-Tax Programs
FSA and D-Care:
Employees currently enrolled in the Health Care FSA or D-Care must re-enroll during Open Enrollment to continue participating. Elections do not automatically carry over.
H-Care:
To enroll in H-Care, select your medical plan through the Open Enrollment task in Workday. Make sure the plan title includes “Pre-Tax.” If it does not, select the corresponding plan that includes “Pre-Tax.” This indicates that your medical premium will be deducted from your paycheck on a pre-tax basis.
If you opt out of County medical coverage or go on an unpaid leave of absence, your H-Care participation ends. If you remain eligible, you may re-enroll during Open Enrollment.
Supplemental Life Insurance:
Electing or increasing Supplemental Life Insurance is subject to medical underwriting approval, except for child coverage.
Life Insurance Beneficiaries:
You can update your Basic Life and Supplemental Life Insurance Beneficiaries at any time. Follow the
Life Event Job Aid
for instructions or update your beneficiaries through the Open Enrollment task by selecting the Basic Life/AD&D and/or Supplemental Life tile.
Medical Premiums:
Medical premiums are paid one month in advance. Changes to your employee contribution amount will be reflected on your December 11, 2026 earnings statement (Pay Period 25).
Medical Plan Changes:
If you change medical plans, your new medical plan will issue new insurance cards. Please review the information on your new card to ensure it is accurate. If you need to change your primary care provider, contact your new health plan directly or visit their website.

Please take a moment to carefully review your Workday Open Enrollment submissions to ensure all information is accurate and complete before submitting.
